You can download an app to use OpenVPN type VPNs on Android
(https://play.google.com/store/apps/details?id=net.openvpn.openvpn) --
the Android API allows developers to hook their own VPN implementations
into Android (seet
https://developer.android.com/reference/android/net/VpnService.html).
For a long time I ran an OpenVPN server on a Raspberry Pi running Arch
Linux and connected via the official OpenVPN app. This was a bit
complicated to set up, but was reliable once I had it running.

I'd suggest running DD-WRT or similar on your router at home and using
OpenVPN or similar from Android to router. That way it's available 24x7
without any additional hardware requirements or associated power
consumption.

I got the version wrong Keith - it's the Jessie version I need.

Jessie is currently testing. packages do not land in testing straight
away. they first go via sid, and do not mae it into testing if they don't
work in sid.

PDL in sid currently does not work. there is no guarantee that it will
give the correct answers. if you want stuff to work, and not to be held
up in sid by little problems like not working, use stable (wheezy, for
now).

If you don't care about stuff (not) working, use sid, but don't go crying
to anyody when stuff breaks. That's what sid's for.

We started using Wheezy but there was a problem (with dynaloader IIRC - a
bit deep on the techy side for me!) which appeared to be a major issue in
wheezy, hence the move to Jessie. At the time there was no real deadline to
get it done so we could have waited for a better Jessie, however, for
reasons I won't go into, there is now!

Cheers,

Martin.

Yes, I thought of that, but unfortunately my router is a bit of a weirdo - as far as I can tell, there is no DD-WRT for it, plus the upstream link is a USB mobile broadband stick which plugs directly into the router (and therefore the router must have drivers for it), so I'm a bit reluctant to start re-flashing it in case it doesn't work and I can't get it back to a working state again.

Looking at the box, though, it seems to claim that it has VPN support (although I couldn't find any mention of it in the web admin interface when I looked), so maybe it already supports it natively. I'll do a bit more hacking around and see what I can find.
